MINOR LEAGUE HOUSE RULES

  1. DISCIPLINARY OPTION
    1. Regular season only, not playoffs, coach may bench a player for arriving late frequently or for being disruptive or unruly after being spoken to. Player is to remain in the batting order but will not play for up to 2 innings or may be removed if continuing to be disruptive. Coach must announce the disciplinary option to the umpire and opposing coach.
  2. RUNNER AT THIRD BASE
    1. A base runner at third base shall not advance to home on a “pitched” passed ball or wild pitch. 
    2. Play is over when the pitcher is in possession of the ball on the mound, all base runners must return to respective bases.
    3. A runner on third base may not advance home except on a batted ball or a ball thrown to another base from the catcher such as to second base if a player is stealing from first base.  
    4. A runner on third base may not advance home on a throw from the catcher to the pitcher even if it is a wild throw.
  3. STEALING HOME
    1. Stealing home is NOT allowed.
  4. STOPPAGE OF PLAY
    1. Two-hour limit: No new inning can begin after two hours.
    2. Dead stop: KCRBL does not have a dead stop timing rule.
    3. Once play begins, the umpire(s) shall have the sole authority to call a game for darkness or rain. in such a case, the game score will be the score at the end of last completed full inning.
    4. If less than four innings were completed, then the game shall be continued at another rescheduled time from the time of stoppage. 
  5. FIVE-RUN RULE
    1. An inning shall end upon the batting team scoring five runs.
      1. Exception: All runners that score from an outside-the-park (over the outfield fence in fair territory) home run count (e.g., Team A has scored four runs and has a runner on base when a home run is hit. Therefore, both the runner and the hitter score, giving Team A six runs in the inning).
    2. The five-run rule shall apply to all but the last scheduled inning of a regular-length game (i.e., the sixth inning of a regularly scheduled six-inning game)
      1. On occasion, doubleheaders comprise two four-inning games. The five-run rule applies to all innings of both games, with no exceptions.
  6. TEN-RUN RULE
    1. A game shall end upon a team leading by ten (10) or more runs at the completion of any inning after the third inning.
  7. FIFTEEN-RUN RULE
    1. A game shall end upon a team leading by fifteen (15) runs at the completion of two-and-a-half or three innings (score is 15-0 after three consecutive five-run-rule innings).
  8. CONTINUOUS LINEUPS
    1. Every player shall bat in the lineup, free defensive substitution of players during the game.
  9. MUST-PLAY RULE
    1. All players on a team’s roster for a game must play a minimum of two (2) innings in the field on defense.
  10. ROSTER GAME MINIMUM
    1. Teams may play eight (8) players without taking an out in the batting order (e.g., Team A has seven players. The #8 spot in the batting order is an automatic out).
    2. It is recommended that when a team knows in advance that they will have fewer than 8 players available, the coaches of both teams find a future date to play the game rather than a team playing short-handed.
    3. A team may “call up” a player from the level below to fill a roster spot temporarily. The name of the player must be communicated with the other team prior to first pitch.
  11. HIT BATTERS—SAFETY
    1. If a pitcher hits three (3) batters in one inning, he/she shall be removed from the mound for the remainder of the game. 
  12. TIE GAMES
    1. If a game is tied at the end of six (6) innings, the game shall end in a tie.
  13. PITCHER LIMITATIONS
    1. A player may not pitch more than six (6) innings within a calendar week (Monday through Sunday).
      1. If a player throws one (1) pitch in an inning, the player is charged with one (1) inning pitched.
    2. A player must have two (2) days of rest if the player pitched more than two (2) innings in any one game.
    3. KCRBL recommends a pitch count limit of 60 pitches, including warmups, in any one (1) game.
      1. Note: Babe Ruth and Cal Ripken Baseball does not follow pitch-count requirements such as those in the PitchSmart program.
  14. FACE GUARDS
    1. First-year minor league players must wear batting helmets with face guards for the first four games unless the player’s parents and the manager mutually agree otherwise in writing given to the president of KCRBL. 
  15. JAW GUARDS (aka C-flaps)
    1. Players are allowed to use batting helmets with jaw guards, or C-flaps, when batting.
  16. BATS
    1. All bats used in league play, and practices, must have the USA Bat designation on them.
    2. Coaches should ensure their players use only approved bats. This is a liability issue for the league.
    3. During games, officials can stop the game and have unauthorized bats removed from play.
      1. Coaches can ask officials to inspect bats.
  17. JEWELRY (New national Cal Ripken rule for 2019)
    1. Jewelry is prohibited. Players shall not wear jewelry. Medical alert and religious bracelets or necklaces are not considered jewelry. If worn, they must be taped to the body to remain invisible. Wireless communication devices are not allowed. However, Electronic Scoring Devices are permitted. No device on the field or in the dugout may be used as a means of communication.
  18. HEAD-FIRST SLIDES
    1. Head-first slides are not allowed when advancing to home plate. The sliding runner is out and play continues until the ball is dead.
    2. Runners may slide head-first into any other base whether it is a return to a base (e.g., diving back after overrunning the base) or advancing to a base.
  19. All other rules are as per 2019 Cal Ripken Baseball League rule book.
  20. PLAYOFFS
    1. All games are six innings in length.
      1. Once play begins, the umpire(s) shall have the sole authority to call a game for darkness or rain. In such a case, the game shall be continued at another rescheduled time from the time of stoppage.
      2. Five-Run Rule and Ten-Run Rule apply.
      3. Fifteen-Run Rule (new national Cal Ripken tournament rule for 2019)
        1. Any game must be terminated immediately if one team is ahead by fifteen (15) or more runs after two and one half (2 ½) or three (3) innings and each team has had equal times at bat.
      4. No playoff game shall end in a tie. Extra innings will be played as necessary until one team has scored more runs than the other at the completion of an inning.
    2. Team eligibility is the four teams with the four best records in a format of 4 vs. 1, 3 vs 2.
      1. For a season that has only five teams; all five teams make the playoffs (format of 5 vs 4, 4/5 winner vs 1, 3 vs 2).
      2. For a season with fewer than four teams, all teams make the playoffs.
